EBPOET. As promised in the last report, with the object of securing uniformity the operations of both branches of the department, as disclosed in the several tables, are those for the calendar year ended the 31st December last. The statement of revenue and expenditure given below, however, is for the financial year. It was found more convenient, for purposes of comparison in matters of receipts and disbursements, to deal with the financial year, more especially as the Treasury accounts are made up to the 31st March. As will be observed from the tables appended to the report, there has been a large and general increase in the business of the department; and it may be said that the past year has been more than usually prosperous with the Post Office and Telegraph. The number of letters dealt with was 30,525,579, an increase of nearly five millions, or 19-44 per cent. The number of telegrams of all codes transmitted was 1,570,189, an increase of 131,417 messages, or 9-13 per cent. The revenue shows an increase of £30,105 10s. 2d, or 12-79 per cent, over the previous year's receipts. The expenditure for the year increased at the rate of £21,255 19s. lid., an abnormally large increase. The revenue from stamps is but an estimate, as, since the creating of the new series of stamps available for postage and other purposes, it has been impossible to determine what revenue properly belongs to the Post Office from the sale of stamps. Prom what is believed to have been a very accurate check made in June, 1882, the face-value of stamps on prepaid articles passing through the Post and the stamps on unpaid correspondence was estimated to yield over £130,000 a year. This sum has therefore been credited the revenue side of the statement as the value of " stamps used for postage." In the Treasury accounts, however, the item Postal revenue has been excised altogether; and receipts from the Post Office from the sale of stamps, money-order commission, private box and bag fees, postage from foreign offices, &c, are all brought under the head of " stamp revenue." It is the intention to suggest to the Treasury an amendment as to the manner of accounting for the several items of Postal revenue. It may be explained that the expenditure in the foregoing statement does not include what has been charged against loan, or the public buildings' vote. £18,654 for telegraph extension and £9,938 for new buildings was expended out of loan ; and £6,090 for buildings, alterations, repairs, office fittings, &c, was spent out of " Vote 111, Public Buildings," during the year; in all, £34,672. The carriage of mails by railway also is not debited against the department. This service, which is of the value of about £15,000 a year, is performed gratuitously, but it is admitted that payment should be made by the Post Office. Nor does the revenue side of the statement include the value of the whole of the services performed by the department, the official correspondence and telegrams, amounting to £84,361 Bs. 4d. (for which no payment is received), not being taken credit for. It is desirable that the actual receipts and expenditure of a department such as the Post Office and Telegraph, more especially in a young colony like New Zealand, should be capable of being stated precisely and in a concise form; but this cannot be accomplished under the present system. Every item of Postal and Telegraph expenditure proper should, it is held, be made a direct charge against the departmental vote, and, on the other hand, the services now gratuitously performed for other departments be paid for. POST OFFICE. A very large increase of business was the result of the year's operations. The number of letters, post-cards, book-packets and pattern-parcels, and newspapers delivered and posted, compared with the number dealt with in 1881, is recorded in the following statement: — 1882. 1881. The number of letters posted by each person was estimated to be 28-97 ; in 1881 the estimate was 23-89. The postal revenue for the financial year amounted to £171,998 13s. lid., an increase of £17,856 10s. 3d., or 11-58 per cent., over the receipts for the year 1881-82. The expenditure on postal services during the same period was £151,837 16s. Bd., an increase of £7,711 18s. Bd., or 5-35 per cent., over the previous year's disbursements, but £20,160 17s. 3d. less than the revenue for the year. The value of the services performed for other departments of the Government, for which no payment is made, is estimated at £63,752 16s. 5d., which, added to the £20,160 17s. 3d., the excess of revenue over expenditure, brought up the net earnings of the Post Office for the year to £83,913 13s. Bd. £102,345 Bs. Bd. was collected at post offices, in 16,478 payments, on account of the PropertyTax Department. All game-license fees and fees under the Live Stock and Inspection of Machinery Acts are now wholly collected by post offices. The letter-carriers' deliveries at Auckland, Christchurch, Oamaru, and Invercargill were further extended; arid the deliveries at Wellington, Hokitika, and Kumara increased and extended. A delivery was established at Eangiora, and the delivery at Eeatherson was abolished. Deliveries at Hamilton, Cambridge, Hawera, Patea, Masterton, Palmerston North, Temuka, Milton, and Gore (to include a delivery in Gordon) are to be established. 4,123,087 letters, '140,973 post-cards, 160,108 books and parcels, and 1,068,628 newspapers were delivered during the year by the several letter-carriers.

42 additional wall, lamp-post, or pillar receivers were erected during the year, and 10 closed. The total number of these receivers at the end of the year had increased to 183. 48 new post offices were opened, 9 reopened, and 25 closed during the year, at the following places;—

The number of post offices increased to 900; and the total number open on the 31st December last, compared with the number in existence in 1881, is shown in the following table:—

The names of the following post offices were changed : Kapanga to Coromandel, Eichmond to Matata, Lake Takapuna to Takapuna, Matawai to Tiki, Whau Bridge to Avondale (all in the Auckland District) ; Hastings (Thames) to Tapu; Upper Woodstock (Hokitika) to Eimu; Upper Waianiwa (Invercargill) to Waianiwa. Government Insurance agencies were opened at the post offices at Stirling, Kamo, Manaia, and Te Aroha. The agencies at .Napier, Wanganui, and Invercargill were separated from the post office on the Ist April last, and it is also proposed by the Insurance Department to create agencies at Oamaru and Timaru* distinct from the post offices. 18 additional money-order and savings-banks offices were established. Amalgamation with the railway was carried out at Ormondville, Eordell, Brunnerton, Belfast, Birdling's Plat, Papanui, and Ngapara.

The total number of miles travelled in connection with the conveyance of the inland mails was 2,902,594. The total cost of the inland services was £24,808 18s. 6d., and the cost per mile 2-05 d, In 1881 the expenditure on the inland mail services was £23,334 18s., and in 1880 £35,062 Is. Id. The net'cost of the San Francisco and Brindisi services was £4,176 ss. 9d. and £4,715 3s, respectively. The value of work performed for other Government Departments, and for which no payment was made, is shown by the following statement: —

The estimated value of this class of correspondence for 1881 was £58,584 13s. Bd.

Dead Letters. The number of unclaimed letters received and disposed of in the Dead Letter Office during the under-mentioned years is shown in the following table: —

The unclaimed letters dealt with show an increase of 5-51 per cent, compared with the number disposed of in the previous year. There were also 1,556 book-packets and circulars returned to foreign countries, 5,905 returned to the senders through the Dead Letter Office, and 6,280 returned by Chief Postmasters; a total of 13,741 book-packets and circulars, against 8,223 in 1881. In addition, 4 gold rings set with jewels, 2 plain gold rings, 1 ladies' silver watch and chain, 3 silver Waltham hunting-watches, 1 silver lever-watch, 1 greenstone bar, gold mounted; 4 gold nuggets, portion of gold chain with three keys arid two seals attached, Maltese greenstone cross, gold mounted, and kauri-gum ornament, book-shaped; gold exhibition medals, and a silver and pebble brooch, were received at the Dead Letter Office. 1,240 unclaimed registered letters were dealt with. 55 letters were detained for postage, 5 of which were subsequently forwarded. 439 newspapers and 360 and other articles without addresses were received; of these, 62 were delivered. 62 letters were posted without addresses, 9 letters with obscene and libellous addresses. 121 letters imperfectly and wrongly addressed. 1,205 letters were refused. 2 letters were posted with previously-used postage stamps,

Registered Letters. The number of registered letters dealt with, compared with the numbers in 1879, 1880, and 1881, is shown below: —

Buildings. New offices have been completed and occupied at Arrow Eiver and South Dunedin. The offices at Ngaruawahia and Cambridge have been altered, and an addition to the railwaystation, Pukekohe, is being made for the better performance of postal and telegraph work. New buildings are in progress at Paeroa, Te Aroha, Kihikihi, Eotorua, Parihaka, Manaia, Greytown, Picton, and. Oamaru. The new building at Wellington is progressing satisfactorily, and will probably be ready for occupation about March next. Alterations and additions have either been or are being made to the offices at Eussell, Onehunga, Greymouth, Lyell, Kaitangata, and Ophir. No other new buildings have been decided upon. The growth of business in Auckland has been such as to show that further office accommodation is even now required. This cannot be secured until the Customs vacate their present offices. There was an increase of 36 services, and 211,782 in the number of miles travelled. The following are a few of the alterations made during the year : — Gisborne and Port Awanui—service made weekly instead of fortnightly. Puketapu and Erewhon extended to Mohonga. Hawera and Opunake —service made daily instead of thrice weekly. Belgrove and Lyell—service made twice instead of once weekly. Westport and Eeefton—service made thrice instead of twice weekly. Daily service established between Thames and Paeroa, and thrice weekly between Thames and Tauranga. The Kurow and Omarama service made twice weekly, and a weekly service, Omarama and Ben-Ohau, established. Weekly service, Pembroke and Makarora, established. Services, Colac Bay and Orepuki, twice weekly, and Queenstown and Kinloch and Glenorchy, weekly, established. The result of the tendering for the inland services for 1883-84 enabled the department to establish several additional, and in some instances important, services, and, at the same time, improve or increase the frequency of others, at an additional cost of only £275 9s. 6d. Mail Steam Seevices. The negotiations for the continuance of the San Erancisco service have resulted in New South Wales and New Zealand jointly agreeing to renew the contract at a reduced cost, for a period of two years from November next, but with the proviso that, unless a contribution in aid of the line is received from the United States, the renewed service shall only be continued for twelve months. The negotiations were only concluded in May last. The renewal terms are those proposed by the Government of New South Wales, and are set forth in the following resolution submitted to and approved by the Parliament of New South Wales: — " That, subject to the Imperial Government agreeing to continue to convey the mails to San Erancisco as heretofore, the contract between the Colonies of New South Wales and New Zealand with the Pacific Mail Company be extended for a period not exceeding two years from the expiry of the present contract in November next, at an annual subsidy not exceeding £50,000, of which the portion falling upon this colony shall not exceed £18,750, and subject to the following conditions, namely : That it shall be optional for this colony to 'withdraw from such extended contract at the end of twelve months, on giving three months' previous notice, in the event of the Pacific Mail Company not having obtained from the United States Government, or from other sources, a contribution equal to one-third of the total annual subsidy for such extended contract, and in diminution of the subsidy. That the service shall be performed with the acceleration upon the present con-tract-time of at least twenty-four hours on each voyage to and from Sydney and San Francisco during the first year, and during the second year at least forty-eight hours, subject to the same terms, conditions, premiums, and penalties as heretofore ; with this exception, that the company be relieved from keeping a fourth steamer, but that such shall not absolve them from the penalties of any failure." These terms having been accepted by the contractors, the amended form of contract will be executed without delay. The subsidy paid the Pacific Mail Company under the existing contract is £72,500 per annum; and the agreement that the renewed service shall be performed with three instead of four boats, is the probable explanation of the contractors consenting to renew the service for £50,000 a year, or £22,500 less than what is now paid by the colonies. Of the present subsidy, New South Wales pays £40,000, and New Zealand £32,500; but, under the new agreement, New Zealand will pay £31,250, and New South Wales only £18,750, or £21,250 less than what is paid at present; the Government of that colony urging that the service was of no value as a mail-line, and that, even for commercial purposes, it was not worth more than £18,750 a year. As it was impossible to obtain a larger contribution from New South Wales; and, as this colony's share of the proposed cost was within the limit fixed by Parliament, it was deemed advisable to secure the continued co-operation of New South Wales, even on these inequitable terms. The consent of the contractors to reduce the time by twenty-four hours the first year and two days the second year is a highly important concession. Fast mail-trains, to perform the journey between San Francisco and New York in five days, will within the next few months be running; and, with the improved class of steamers that are from time to time placed in the Atlantic trade, it is not too much to predict that within eighteen months or two years the time between Auckland and London will be reduced to thirty-two or thirty-three days. The condition that the renewed service shall not extend beyond twelve months, unless the United States contribute, indicates to the people of that country that the colonies are no longer inclined to maintain the service unless assisted by the States. Mr. Creighton, who has made a special visit to Washington and £Tew York in connection with the renewal of the service and other matters affecting the colony, has reported that there is reason to hope that the next Congress, which meets in December, will, in some form or other, recognize the service. The performance of the San Francisco service has been characterized with more than the usual punctuality, and on no occasion during the year has the delivery of mails exceeded the specified time, The average delivery was shorter than in any former year.

In the meantime the New Zealand Shipping Company placed a direct line of steamers in the London and New Zealand trade, and the pioneer vessel, the "British King," arrived at Wellington on the 19th March last, having made the passage in forty-nine and a half days from Plymouth. The third direct steamer, the "lonic," which reached here on the 11th instant, was only forty-three days twenty-two hours on the voyage. Apparently, this company contemplates continuing the direct steamers; and it is reported that the Albion-Shaw-Savill Company also purpose running steamers in the London and New Zealand trade. From inquiries recently addressed to the Government, it would appear that the New Zealand Shipping and Albion-Shaw-Savill Companies are not the only shipowners anxious to compete for a direct line of steamers, if the terms and conditions of the service are drawn up in a liberal spirit. A new line of mail-packets between Marseilles and Australia, under the auspices of the French Government, was inaugurated by the Messageries Maritimes Company in November last. A subsidy of £150,000 a year is paid the company. The route is between Marseilles and Sydney, by way of Port Said, Suez, Aden, Mahe dcs Seychelles, Eeunion, Mauritius, Adelaide, and Melbourne, with a branch service between Sydney, and Noumea, New Caledonia. The time between Marseilles and Melbourne and Sydney is forty-two and forty-five days. New Zealand mails are forwarded and received by the steamers of this new service, which is of especial benefit for the exchange of correspondence with places in the Indian Archipelago. The advent of this service has made it practicable to materially reduce the postage on correspondence for France and other places in Europe, and at the same time introduce a uniform system for the exchange of mails between France and the colony. The estimated net cost for 1881 was £4,706 3s. 4d. 100,777 letters, 67,438 books, and 313,655 newspapers were received from the United Kingdom, &c, by the Colombo-Brindisi Service; and 25,791 letters, 991 books, and 2,115 newspapers despatched. The payments made for the year for the transmission of correspondence by the Torres Straits mail service amounted to £7 Bs. lOd. 18,209 letters were despatched in mails to London, intended to be conveyed to Naples by the Orient steamers; and 4,672 letters from London were received by the same line of steamers. Savings Banks. During the year 18 additional savings-banks offices were opened, and 1 office closed. The total number of savings-banks offices open at the close of the year was 205. 21,014 new accounts were opened, against 25,059 in 1881; and 14,505 accounts closed, against 12,718 the preceding year. The number of open accounts on the 31st December last was 57,517, against 51,008 at the close of 1881. Of these, 41,724 had balances at credit of under £20, 7,112 of from £20 to £50, 4,333 of from £50 to £100, 3,008 of from £100 to £200, 886 of from £200 to £300, 237 of from £300 to £400, 121 of from £400 to £500, and 96 of over £500. 129,952 deposits, amounting to £1,325,852 2s. lid., were received; each deposit averaged £10 45., against £9 Bs. lid. for 1881. 69,308 withdrawals for £1,142,599 os. Id. were made, the average of each being £16 9s. Bd. ; the average in 1881 was £15 os. Id. The total amount at the credit of depositors on the 31st December last was £1,470,950 13s. 6d., against £1,232,787 16s. 9d. at the close of 1881, an increase of £238,162 16s. 9d. for the year 1882. The deposits exceeded the withdrawals by £183,253 2s. lOd. In 1881 the excess of deposits over withdrawals was £286,817 os. lid. Interest amounting to £54,909 13s. lid. was credited depositors, against £42,204 19s. in 1881. The rate of interest was not altered during the year. The average cost of each Post-Office Savings Bank transaction, deposit or withdrawal, for the year was 4|d., and for the whole period of the existence of the Post-Office Savings Banks in the colony 6^d. The total amount of interest placed to the credit of depositors since the establishing of the Post-Office Savings Banks on the Ist February, 1867, has been £375,659 17s. 7d. The number of shilling accounts opened by school-children by means of stamps affixed to cards in the several postal districts during the year was as follows :—

The scheme for the fostering of thrift among school-children was inaugurated in February, 1881, and 8,656 shilling accounts were opened by the end of that year. The number of accounts of this description opened last year therefore show a marked falling-off. There are, it is estimated, 90,000 children attending the public schools, in addition to about 8,600 taught privately; and of this number only about one in ten embraced the facilities offered for saving pence. There is encouragement, however, to those who take an interest in inculcating habits of thrift among the young, in the fact that, of the 9,508 penny accounts opened by school-children, over 8,000 still appear in the ledgers as open accounts. Money Oedbbs. Money-order business was extended to 18 new offices, namely, Brunnerton, Exhibition (Christchurch), Kaitaia, Kohukohu, Maheno, Manaia, Mangawai, Martinborough, Paeroa, Papanui, Parihaka, Pahautanui, Sterling, Stratford, Te Aroha, Waipahi, Whakatane, and Whitiangi. The money-order office at Exhibition Buildings, Christchurch, was closed during the year. The total number of money-order offices open at the end of the year was 207. 148,162 orders for £499,368 9s. lid. were issued during the year, against 135,556 orders for £452,182 7s. Bd. in 1881, an increase of 12,606 orders for £47,186 2s. 3d. 117,021 orders for £393,945 3s. lOd. were paid, against 107,406 orders for £353,330 16s. lid. paid in 1881, the increase being 9,615 orders and £40,614 6s. lid. The number of money orders issued for payment in the United Kingdom, Germany, the United States, and the Australian Colonies was 39,246 for £139,172 ss. 2d., and 8,497 orders for £34,506 6s. 7d. were issued in those countries for payment in New Zealand; a balance of £104,665 18s. 7d. against the colony. In 1881 the balance against the colony was £97,605 ; in 1880, £114,000; and in 1879, £108,000. The telegraph was used for the transmission of 15,133 orders for £60,263 7s. Bd., against 14,241 telegraph orders for £55,516 2s. lOd. in 1881, an increase of 892 orders for £4,747 4s. lOd.

The revenue derived from money orders amounted to £8,267 9s. Bd., against £7,582 Bs. sd. for the year 1881, the increase being £685 Is. 3d. TELEGRAPHS. There was a very marked increase of business generally during the year 1882. The number of telegrams of all codes transmitted was 1,570,189, an increase of 131,417, or 9-13 per cent, over the former year's messages. 1,361,817 ordinary and Press messages were transmitted, of the value of £81,770 4s. Bd., an increase of 145,968 messages, or 12 per cent., and £6,244 16s. 6d., or 8-26 per cent., in value. The telegraph cash revenue for the calendar year was £89,876 18s. 2d, and the expenditure £96,005 15s. 4d., or £6,128 17s. 2d. more than the cash receipts. But, taking credit for £756 135., fees on money-order telegrams not paid over, and £20,608 lis. lid., the value of the Government telegrams, £111,242 3s. Id. will be found to have been the gross earnings of the telegraph, or an apparent profit of £15,236 7s. 9d. on the year's business. (Vide Table No. 29.) 39,941 telegrams of the urgent code, of the value of £5,769 65., were transmitted, being an increase of 7,467 messages and £1,322 7s. Bd. in value. This was an exceptionally large increase. Although the Government messages show a decrease of 14,551 in number and £2,129 4s. sd. in value, 208,372 Government telegrams, of the value of £20,608 lis. lid., were transmitted during the year. It would appear, however, that greater care had been exercised in using the wires for official purposes. Within the past two years the number of Government messages has fallen off by 37,998 and £6,412 lis. 9d. in value. This tends to confirm what was alleged in last year's report, that the wires were " used too freely, if not needlessly in some cases, for the transmission of Government messages." The average number of telegrams sent to every 100 letters for the whole colony was 13-00, against 10-79 the previous year, and this, too, in the face of an unusually large increase of letters. The mean average in 1877 was 20-71, 19-64 in 1878, and only 9-71 in 1880. Taking a few of the districts, it may not be uninteresting to compare the number of telegrams sent to every 100 letters in the years 1881 and 1882 :— 1881. 1882. 1881. 1882. Bd., were transmitted at a cost to the remitters of £1,761 3s. Bd., or 2-92 per cent. The fees for the telegrams amounted to £756 135., the balance representing commission. There was an increase of 892 orders and £4,747 4s. lOd. in amount, against a decrease of 256 orders for £2,819 9s. Id., the result of the previous year's transactions. Table No. 27 gives the number and value of these orders, transmitted from offices within each of the postal districts. Auckland sent 20-10 per cent, of the orders; Wellington, 12-43; Dunedin, 10-18; Christchurch, 10-34; Napier, 6-15 ; and Wanganui, 6-95 per cent. Telegraph offices were opened during the year at Boatman's, Fordell, Methven, Paeroa, Pleasant Point, Papanui, Taupiri, Te Aroha, and Waihemo. Offices connected by telephone were established at Aratapu, Brunnerton, Devonport, Enfield, For&ose, Gladstone, Heawa, Kaeo, Kelso, Kirikiriroa, Kohukuhu, Kaikohu, Mangawhare, Malvern South, Mangawai, Manawatu Heads, Macetown, Northcote, Ngapara, Ngawha, Ormond, Ormondville, Papakura, Pinebush, Pahautanui, Paparoa, Sumner, Turua, Tiki, Takapuna, Taumariri, Te Puke, Temahere, Upper Montere, Whakatane, and Weston. The total number of stations which have been connected by telephone is 66. The office at Kopua was closed. The total number of telephone stations, open at the end of the year for the transaction of public business was 264. The Learners' Gallery was re-opened on the Ist February last, with a class of twelve cadets. Another class of twelve cadets, in addition to two railway cadets, are now being instructed

The number of miles of line maintained had increased from 3,824 to 3,974. The average cost for maintenance per mile was £5 17s. 5d., against £4 17s. 4d. for the previous year. The number of miles of wire increased from 9,653 to 9,848, which, with 2,820 miles of duplexed, wire, gave 12,668 miles as the available wire accommodation. There has been a substantial extension of the telephone system during the year. Thirty-six additional offices have been opened, and connected by telephone. Generally, the public appear satisfied with the telephone, but there have been isolated complaints against the propriety of intrusting persons in business with the management of telephone offices, and that that secrecy, which is the very essence of the telegraph service, is not always secured at telephone offices. These objections will, no doubt, disappear in time; and precautions are being taken to prevent the " sending " of messages by telephone being read, either by accident or design, by the public, The telephone exchanges at Auckland, Christchuch, and Dunedin have now a total of 417 subscribers, an increase of 228 subscribers during the year. An exchange was opened at Wellington in March last, with 31 subscribers, which increased to 57 by the end of May. The total number of subscribers on that date was 514. The dates on which the several exchanges were establisned, the number of subscribers secured on opening, and the number on the 31st May last are given below :— Auckland ... Apr. 26,1882,56 „ „ 197 From the Ist January last the subscription after the first year (which is £17 10s.) was reduced to £12 per annum; and the cost of additional connection, after the first year's subscription had been paid, was reduced from £15 to £10 a year. The telephone-exchange receipts for the year ended March last were at the rate of £5,627 14s. 2d.; and at the end of May the receipts were at the rate of £8,464 per annum. The expenditure in connection with establishing the four exchanges up to the 31st May last was £10,852 ss. The annual cost for maintenance and working is estimated at £2,583 14s. A proposal is under consideration for extending the hours of business at the exchanges to 2 a.m.. Bureau stations have been opened at Devonport, Dunedin North, Dunedin South, Lyttelton, Newton, Northcote, Ponsonby, Port Chalmers, Portobello, and Takapuna. 951 telephones have been imported, and 767 are now in use. 22 additional private wires were erected during the year. The department now maintains 71 of these wires, which bring in an annual revenue of £1,081. The works, &c, performed in the several districts vmder the immediate supervision of the Inspectors were as follow : — Auckland Disteict. During the year the following sections received slight overhauls : Auckland to Waikato, Auckland to Thames and Coromandel, Kawakawa to Eussell, and Whangaroa to Mongonui. The following extensions were effected : Paeroa to Te Aroha, Hamilton to Kirikiriroa and Tamahere, Drury to Papakura, Hokianga to Kohukohu, Ohaeawai to Kaikohe, Kawakawa to Taumariri, Dargaville to Mangawhare, Kopuru to Aratapu and Heawa, Pahi to Paparoa, Waipu to Mangawai; a total extension of twenty miles of line. Four private wires were also erected in the city, and the Auckland Lunatic Asylum connected with the police-station. The number of miles of wire maintained during the year was 678. The lines generally throughout the district worked in a most satisfactory manner. Napieb Disteict. Since the last annual report the following overhauls have been made, and resulted in a very much improved insulation throughout: Thames to Wainui, and branch lines to Opotiki, to Castlepoint, and to Kopua. With rare exceptions, the poles were found good, and only in a few instances required renewal. On the Ohinemutu section new wires were fixed to replace those found corroded by the action due to vapours from the thermal springs. As a prevention against river encroachment the line at Opotiki has been shifted; and at Wairoa, Gisborne, the Spit, and Napier slight alterations have been effected to meet street improvements and traffic requirements. A new line has been erected connecting Te Puke with Maketu by telephone. A branch line has been constructed between Gisborne and Ormond, also worked by telephone. On the Napier Eailway telephone communication has been established between Takapau and Makatoka. The Kopua station has been closed, and the business is now performed at Ormondville. Four private telephone lines have been erected between Napier and the Spit, making the total number of wires of this class seven. It is proposed to carry the departmental wires by a separate line of poles between Napier and the Spit to avoid interruptions. The lines throughout the district worked in a most satisfactory manner. Blenheim Disteict. The telephone wire between Collingwood and Motueka has been extended to Upper Moutere, a further distance of twelve miles, where an office was opened in November.

A line has been erected over Spooner's Eange between Belgrove and Motupiko, and a telephonestation opened at the latter place. An examination was made of all poles throughout the Blenheim-Kaikoura section, the result showing only 2 per cent, decayed at the ground-line. The remainder is still in very good condition, although the greater number were erected sixteen years ago without undergoing any preservation process. The decayed poles are now being replaced. The condition of the lines throughout has been such that no important repairs or noteworthy outlay have been required during the year. Cheistchuech Disteict. The section between Arahura Junction and Kelly's Creek, with the exception of four miles, has been entirely re-poled with totara saplings. The line has also been diverted in many places to facilitate inspection. New arms have also been put on. Kelly's Creek to Otira Gorge: Nearly the whole of this piece of line has been diverted and erected on a new road. Otira Gorge to Bealey : This section has received an overhaul, decayed poles removed, and several diversions made so as to avoid the rivers as much as possible. Bealey to Springfield : Several long diversions have been made to clear encroaching rivers. On many sections the spans have been shortened, and new poles erected to replace unsound ones. Hokitika to Greymouth: This section will require to be repoled next summer, as the line is becoming unsafe, especially between Greymouth and Marsden and Kumara. A good deal of bushclearing will also have to be done. Greymouth to Ahaura : The first seventeen miles (Greymouth to Nelson Creek) of this section have been entirely reconstructed, and a great deal of bush-clearing done. The balance of about five miles will be put in hand shortly. All the other sections in this district are in very good order, no expenditure beyond ordinary maintenance having been incurred. A considerable number of private and telephone-exchange wires have been erected during the year. Dunedin Disteict. The Wyndham to Fortrose line, twenty-three miles in length, was completed, and telephone stations opened at Pine Bush and Fortrose in the month of May. A line has been erected between Oamaru and Ngapara, seventeen miles in length, and three telephone-stations opened, viz., Weston, Enfield, and Ngapara. The Dunedin-Seacliff Eailway wire has been extended to connect the Dunedin and Seacliff Asylums, Morse instruments being used. Two railway-stations, viz., Upper Port Chalmers and Purakanui, were put in circuit on the Dunedin-Seacliff line. At the same time Lemon-block instruments were fitted up on block wire at Glendermid, Purakanui, and Waitati. The principal repairs have been the overhauling of the following branch lines : Dunedin to Port Chalmers, Port Chalmers to Otago Heads, Outram, Kaitangata, and Clinton to Waikaia. A few unsound poles were stumped, insulators replaced, and the whole of the lines thoroughly examined. The main line also from Tokomairiro to Edendale was examined. A portion of the Queenstown line between Cromwell and Arrowtown will require shifting on account of the opening of a new road and the abandonment of the old one; this will be done during the summer. The whole of the lines in the district are in excellent order. The Telephone Exchange opened on the 26th April, 1882, with 60 subscribers, and on the 12th November there were 150 connections. At the end of December there were in course of erection thirty additional wires, bringing the number of subscribers up to 180—a very marked increase indeed. Wellington Disteict. The Cook Strait cables, and the cable from Wanganui to Wakapuaka, still give evidence of good condition. The land-lines have been carefully overhauled during the summer, and all faulty poles renewed and defective insulators made good.
