Statement of Live-stock depasturized on Stations as at 30th June, 1932.

Sir,— 102 Featherston Street, Wellington, New Zealand, 6th December, 1932. I have to report that I have completed the audit of the accounts of the East Coast Native Trust lands for the twelve months ended 30th June, 1932, and have the following comments to make thereon :— Stock Accounts. —I have accepted, without reservation, the figures for the live - stock on the various stations at 30th June, 1932, as certified to by Mr. H. Syine, the Farm Superintendent. Wool. —The wool unsold has been brought into the accounts at £6 per bale. There is a large quantity unsold belonging to previous seasons, and adjustments in the valuation will be made when the wool is finally disposed of. Farm Accounts. —Attached to the accounts for the current year are statements for two new farms which are now being operated. These are shown in the accounts as " Lindsay's " and " Mangatu 5 and 6." Rent. —Adjustments of rent as provided for in recent legislation have not been dealt with in the accounts under review, but the necessary entries are being made to give effect to these adjustments, and will be reflected in the accounts for the subsequent year —that is, 30th June, 1933. The accounts to 30th June, 1932, therefore show a greater amount in the item " Rents accrued " than if the adjustments had been made prior to that date. However, the block accounts are not affected, as credit is not passed to the block accounts until the rents are actually received. Debtors. —No distributions have been made during the year, and the effect of this is that the amount owing by Native debtors is heavier than usual. If and when distributions are available a large number of Native accounts will be automatically either paid off or reduced. . Distributions. —Moneys distributed to Natives during the current year were merely balances of distributions authorized in the previous year. I have seen receipts from the Native Land Board for total moneys paid to them, but have not checked the individual receipts of the Natives. The same procedure has been adopted as in previous years —that' is, individual payments are checked by the Government Auditor in the course of the audit of the Tairawhiti District Maori Land Board. Interest. —ln the audit report on the accounts for the year ended 30th June, 1930, I commented on this item as follows :— " I notice that in various block accounts amounts of interest which have been allowed on credit balances in past years have been written back in the present year's accounts. Authority for these entries is necessary, and is being obtained from the Native Land Court." The position at present still remains the same and the completion of the necessary authorities from the Native Land Court has not yet been finalized, as a further readjustment of accounts necessitated by the realization of the Mangatu Nos. 5 and 6 mortgages will be required.
