Your Excellency, In accordance with the terms of Article 12 of the Treaty of Peace with Finland, I am instructed, at the instance of His Majesty's Government in New Zealand, to communicate to Your Excellency for the information of the Finnish Government the desire of His Majesty's Government in New Zealand to keep in force or revive the following pre-war bilateral treaty and agreements : 1. Treaty for the extradition of criminals. Signed at London, 30 May 1924. 2. Agreement and note regarding reciprocal recognition of tonnage measurement certificates of British and Finnish ships. Signed at Helsingfors, 21 June 1924. 3. Convention regarding legal proceedings in civil and commercial matters. Signed at London, 11 August 1933. 2. Your Excellency will recall that the New Zealand instrument of ratification of the Peace Treaty with Finland was deposited in Moscow on 31 December 1947, which was, therefore, the date on which the Treaty came into force in respect of New Zealand. His Majesty's Government in New Zealand interpret Article 12 of the Peace Treaty as permitting notification of the desire to revive pre-war bilateral agreements within six months of this date.
