NATIVE LAND COURTS AND OTHER MATTERS UNDER CONTROL OF NATIVE DEPARTMENT. REPORT OF UNDER-SECRETARY FOR THE YEAR ENDED 31st MARCH, 1933.

Native Department, Ist July, 1933. The Hon. the Native Minister, Wellington. Herewith is submitted a report upon the activities of the Department for the period, ending 31st March, 1933. R. N. Jones, Under-Secretary. Native Land Courts. The business transacted by the Native Land Court and the Native Appellete Court is set out in Table A. The fees collected amounted to £3,748, as against £3,877 for the preceding period. Maori Land Boards. The Boards received in fees £1,231, as against £1,641 last year, a decrease of £410, while the commissions collected fell from £4,149 last year to £2,618, a decrease of £1,531, making a total decrease of £1,941. , Native land remaining vested in the Boards at 31st March, 1933, was as loilows : A. Crown Purchase op Native Land. Native land purchased by the Crown amounted to 3,052 acres. Since 1910, 1,542,870 acres of Native land have been acquired through the Native Land Purchase Board. In accordance with the report of the National Adjustment Commission, the Native Trust Office was amalgamated with the Native Department, while the East Coast Commissioner, who has control of certain Native lands in the Gisborne district, was also brought under the Department. The principal activity of the Department has again been confined to the development of Native land. The Maoris have continued to display a very real enthusiasm in the progress of the various development schemes being carried out by the Department, and appear fully to realize that their real salvation and welfare rests upon their making their remaining lands reproductive. There is ample evidence to show that the Maoris generally are anxious to see the movement further extended. A section which at first appeared to be sceptical of the advantages of the work are, now that they see the fruits of development, desirous that their lands should be dealt with under the schemes. A detailed report on these schemes will appear in a separate parliamentary paper, 1933, G.-10. It will be seen that dealings in Native land both by the Crown and private persons have, on account of the economic pressure, considerably fallen off, with a resultant reduction in the fees collected. Since the Ist January last confirmation of dealings which used to be obtained from Maori Land Boards has now become a function of the Native Land Court. The Native Land Purchase Board, which formerly controlled the purchase of Native lands for the Crown, has been abolished, together with the Native Trust Office Board, and both Boards replaced by the Native Land Settlement Board which has taken over the functions formerly exercised by those Boards.
