NEW ZEALAND AND THE NETHERLANDS. (EXCHANGE OF NOTES CONSTITUTING A TRADE ARRANGEMENT BETWEEN NEW ZEALAND AND THE NETHERLANDS, 22nd DECEMBER, 1937, AND 14th JANUARY, 1938.)

My deae Minister, With reference to the discussions which took place on the occasion of your visit to the Hague in June last between yourself and representatives of Her Majesty's Government on the subject of trade between New Zealand and the Netherlands and in particular to the possibilities of extending such trade, I have the honour to inform you that the Netherlands Government are prepared, subject to the conditions mentioned hereunder, to extend the following treatment to goods the produce of New Zealand entering the Netherlands : — (a) Fresh apples —permit the importation of a quantity not exceeding 1,400 metric tons at the reduced monopoly fee of 2 cents per gross kilo during the period Ist March to 30th June (inclusive) in each year ; (6) Raw animal fat—grant a quota for the importation of 1,000 metric tons per annum. The foregoing concessions will be made subject to the New Zealand Government according to goods the produce or manufacture of the Netherlands liable to duty under items 76, 121 (1), 338 (1) to (8) inclusive and (10), 352 and 397 (6) of the New Zealand Customs Tariff treatment, on importation into New Zealand, not less favourable than that accorded to the goods of any other foreign country. In the event of the Netherlands Government adopting any measure or granting any favour with regard to the importation into the Netherlands of goods from a third country which affects imports from New Zealand, any requests made by the New Zealand Government with respect to the treatment accorded to such goods imported from New Zealand will receive favourable consideration on the understanding that, in the event of the New Zealand Government adopting any measure or granting any favour with regard to the importation into New Zealand of goods from a third country (not forming part of the British dominions) which affects imports from the Netherlands, the New Zealand Government will extend similar consideration to like requests made by the Netherlands Government respecting goods imported into New Zealand from the Netherlands. It will be understood that the term " Netherlands " refers only to the Netherlands in Europe. It is suggested that this letter and your reply thereto conveying an acceptance of the proposals by your Government be regarded as constituting a Trade Arrangement between New Zealand and the Netherlands, that such Arrangement be put into effect on the date of your reply and that it continue in force thereafter until the expiration of three months from the date on which either Government shall have given to the other notice of revocation.
