1941. NEW ZEALAND.

NIUE ISLAND ADMINISTRATION.

REPORT ON THE NIUE ISLAND ADMINISTRATION, 1940-41.

General. A heavy storm swept the Island on 2nd March and caused great damage. No lives were lost, but many churches, dwellings, and other buildings were unroofed, with consequent diminution of water-supplies. Banana and coconut plantations were practically stripped, while other native crops were seriously affected. Finance. Revenue for the financial year ended 31st March, 1941, was £12,580, £5,000 of this amount being subsidy from the New Zealand Government. Actual expenditure was £12,044, to which must be added depreciation, £1,584, making a total of £13,628. Excess of expenditure over revenue was thus £1,048. The Revenue Account and Balance-sheet are printed on page 3. Trade. Imports for the calendar year 1940 totalled £19,735 and exports £20,238, a total trade value of £39,973, as compared with £27,013 for the preceding year. A gratifying feature is that exports exceed imports for the first time for some years. Bananas. —A total of 16,475 cases, valued at £6,680, was shipped during the year, the 1939 figures being 16,481 cases and £6,579 respectively. Copra. —During the year 441| tons, valued at £4,236, were exported, but most of this copra was produced in 1939. During 1940, owing to low prices and lack of rainfall, the production of copra practically ceased. Kumeras.—Seventy-five and a quarter tons, valued at £1,414, were shipped, as compared with 123 tons, valued at £2,529, shipped in 1939. Baskets. —A total of 4,068 dozen, valued at £7,108, was exported, as compared with the 1939 exportation of 1,736 dozen, valued at £1,510. Hats. —Shipments dropped to 428 dozen, valued at £266, as against 1,042 dozen, valued at £568, shipped in 1939. The following table shows the quantities and values of the principal exports for the last ten years :—

The total trade of the Island for the last ten years is set out in the following table: —

Medical and Public Health. The health of the Natives has been good, and medical services have continued to be satisfactory. The house-to-house inspection in all villages was carried out during the year with satisfactory results. A dental survey of Niue was made by the Dental Officer attached to the Samoan Administration, and two Niuean youths are now undergoing training in the dental clinic at Apia. A student has also been sent to the Central Medical School at Suva, Fiji, for training as a Native medical practitioner. Education. The work of this Department was carried on satisfactorily during the period under review. The average roll strength of the three Administration schools was 564, and of the London Missionary Society's nine schools 425. Public Works and Transport. These services were adequately maintained throughout the year. Eight village concrete cisterns or tanks have been built, but serious damage was done to the water-supplies by the storm in March. High Coukt and Native Land Court. The following cases were dealt with during the period under review : High Court, 1,483 ; civil Court, 16 ; Juvenile Court, 9 ; and Native Land Court, 23. No serious offences occurred. Island Council. During the year the term of office of sitting Councillors expired, and a new Council was formed. Of the ; thirteen members, eight sat in the previous Council. Wireless. During the year 313 messages, containing 5,386 words, were received, and 359, containing 6,455 words, were despatched. Meteorological. The total rainfall for the year was 51-81 in. During the storm in March the barometer dropped to 28-443 in.
