ORDERS OF REFERENCE Extracts from the Journals of the House of Representative* Friday, the 7th Day of December, 1945 Ordered, " That a Select Committee be appointed, consisting of seven members, to consider matters relating to a proposed superannuation scheme for members of Parliament, the Committee to have power to sit at such times as it sees fit; and to report to the House within fourteen days after the commencement of the next ensuing session : the Committee to consist of Hon. Mr. Speaker, Mr. Bodkin, the Rev. Clyde Carr, Mr. Holland, the Hon. Mr. Nash, Mr. Oram, and the Mover."— (Right Hon. Mr. Fraser.) Wednesday, the 10th Day of July, 1946 Ordered, " That the period set down by order of the House dated 7th December, 1945, within which the Members' Superannuation Committee was required to present its report be extended until 7th August next to enable the Committee to complete its deliberations and prepare its report."— (Right Hon. REPORT
I have the honour to report that the Committee set up to consider matters relating to a proposed superannuation scheme for members of Parliament has gone into this question and has reached the following conclusions : (1) That membership of the Legislature to-day in many cases means full-time duty and the giving-up of other sources of income or employment which cannot be resumed on retirement from the Legislature. (2) That membership of Parliament should not be confined to persons of independent means, but should be open to all citizens. (3) That public servants generally throughout the Dominion have superannuation schemes providing on retirement for their adequate maintenance and that of their dependants. (4) That the introduction of a contributory superannuation scheme for members of Parliament is necessary and desirable. * The Committee accordingly recommends that legislation providing for such a scheme be introduced into the House in the first session of the next Parliament. 7th August, 1946.
